This study examines how Korean private think tanks play in governmental policy making process for the benefits of whole society. To do so, the study employs a descriptive analysis based on the current and historic data due to the nature of research issue. Three types of private think tank of private enterprise think tank, NGO think tank, and profit-seeking consulting think tank are selected for exploration of the causes and future strategies. This research has found six major obstacles for Korean private think tank playing little impact on the governmental policy making: a relatively low level of policy production capacity and little influence in comparison with governmental think tank, an inadequate public policy production infra-structure, an insufficient marketing efforts to governmental agencies, an unsatisfactory awareness of public investment, a little concern of public donation for private think tank activation, and a heavy dependency on profit-seeking consulting think tank. The study finally proposes six strategies for curing those problems respectively: enhancing policy production capacity and bigger influence with respect to governmental think tank in policy making, more investment in internal research infra-structure improvement, promoting government marketing for policy sale, accelerating publicness in private think tank``s research, encouraging public donation for private think tank research, and lowering a heavy dependency on profit-seeking consulting think tank.

This study aims to investigate the theoretical relevance on the concept of social capital. Social capital is generally defined as features of organization such as networks, norms, and trust that facilitate coordination and cooperation within or among group. This concept of social capital, coined by P. Bourdieu and J. Coleman and popularized by R. Putnam. The perspective on social capital can be broadly divided into three aspects: economic, political, social perspective. The lack of precise meaning, very loose and confusing applications of the concept as well as its conservative political, ideological implications have been pointed out by many critical reviewers. But Recent works employing the concept of social capital appear to focus mainly on positive aspects and neglect dark side of it. Specially, Putnam``s concept of social capital has its limit in its adhesion on the viewpoint of civil society: The diversity of civil society is not reflected and the measurement of social capital is not well developed. Finally, the work needs to be wary of uncritical following Putnam``s trend.

This study attempts to find the impact of policy target group``s rurality on the policy acceptance in a case of ropeway establishment in Mt. Halla which has been a hot issues for last 40 years in Jeju Island. This study used a 963 sample from Jeju residents and the data were analysed by a logistic regression model in order to know the probabilities of acceptance in local government``s ropeway establishment policy, As a result of the analysis, a resident of rural area whose occupation is either agriculture or fishery has a 15.2 percent lower acceptance rate in ropeway establishment than a resident of urban area with non-farming or non-fishing job. Other four independent variables turned out to be statistically significant at the α = 0.01 level in a logistic regression analysis. It implies that a rural resident as a social minority group will be isolated in the policy process if local government would keep on making a policy decision based on majority rule. This study suggests that the participation of minorities and deliberation for minority groups be guaranteed to reflect their values in the policy process.

The governance, which has appeared as a new concept to describe and explain the voluntarily-forming and autonomously-regulated social networks, seems to have an affinity with Foucault``s idea of government and governmentality. Particularly, the difference between governance and government can be seen negligible, as both emphasize the micro and capillary features of modern political power. In this study, I will make clear the concepts of governance and government, having in mind that both concepts have not only a meaningful commonalities, but critical differences specially in light of ontology and epistemology. Following conceptual discourse, the concrete meaning of freedom presupposed by governance theories will be scrutinized from the perspective of Foucault``s govermentality. At this juncture, the discrepant nature of governance and government is brought into light.

This study aims to review current issues on governance in Korea through analyzing the trends of prior study. Governance became a new way of administration to form a new order, to make change in the fields of politics, economy and society through coordination, control and regulation. Since governance study had begun in late 1990s, it made abundant outcome in terms of quantity and quality. However, being regarded an efficient solution to deal with government failure or market failure, the political power existing inside of governance mechanism cannot be replaced with market or the order power, and also governance itself always has the possibility of failure. Hence, in the governance study, more critical reviewing and analyzing shall be applied rather than optimistic and idealistic viewpoint such as neo-liberalist to carry over the limitation of governance.

Many people and groups try to exercise their influence over agenda formation process by participation. Among these, citizens’ active participation in the process is very important in that it could guarantee democratic process in the policy activity. Traditional citizens’ participation in the process requires much time and efforts. Moreover, in the participation process, there is a strong possibility of conflict among them, which leads social consensus very difficult. But, the advent of information society by ICT yields a new media i.e., internet. It makes possible a new form of citizen participation called online citizen participation. That is, cyber space based of information technology makes online citizen participation possible and builds up a newly formed space, named cyber sphere. A cyber sphere builds a new kind of community, that is a cyber community based on internet network. This study aims at analyzing a process of how to form an agenda by citizen participation in cyber community and examining the possibility of cyber community as a new public sphere. To fulfill the study goals, this study carries out case study. As a result, a cyber community is shaped by citizens’ will to participate and citizen can express their opinion freely and share common information in this space. And an issue proposed in this space is converged to public agenda. In a word, we can find that cyber community has a potential capability as a new public sphere.

The purpose of this study is to analyze the information disclosure behaviors of central government agencies. Based on the analysis, this paper proposes several implications of information disclosure in Korea. First, patterns of information disclosure behaviors are relatively positive in social culture agencies rather than state management those. Second, it is showed that the executive agencies is high in rate of information disclosure rather than the planning those. The former is relatively positive than the latter in the information disclosure, and the powerful agencies is also negative. Finally, I suggest that information disclosure behaviors of central government agencies in Korea are positive in the executive agencies and powerless those rather than the planning agencies and powerful those. Despite such argument this paper is a basic study in the level of exploratory research.

The purpose of this study was to answer three research questions; How will the common scale of brand image and identity of government agencies differ from that of private corporations? What are sizes of brand image and identity of government agencies, and the gaps of the two of each of the government agencies? And what effects do they, image and identity, make on customer satisfaction with the agencies? For this, three government agencies, police stations, health clinics, and post offices, were selected as research subjects while considering the distinct nature of their tasks. A questionnaire survey method was employed to collect data. Brand image and identity of an agency were measured by the common scale of the two newly developed by modifying the existing ones through a focus group interview, and customer satisfaction was measured by National Customer Satisfaction Index. The total 2,899 responses to the three government agencies were received and examined. The results of an analysis and their implications were discussed. This study contributes to identifying how much the theories and explanations developed by marketing sector research on relationships between brand image, identity and customer satisfaction can be applied to government agencies as they are.

An empirical analysis has been conducted to assess the effect that the government supports and local amenity, which are elements of the theoretical examination of the regional innovation system, have on the innovative activities of businesses located in the Creative Industry. This study features an empirical analysis, which can be generalized using sufficient samples, of the effect that the government supports have on technological innovation depending on the creative industrial levels(Broad level and narrow level of Creative industry). Logistic regression analysis of two level were employed to build the empirical analysis models in order to analyze the effect that the characteristics of business, amenity of region as a agglomeration economies on the creative business`` innovation performance.

This paper discusses the institutional design of an asset-building support program for low income families, which is a new form of public assistance to compensate for the National Basic Livelihood Protection Scheme. Given the fact that the welfare beneficiary is a rational actor who tries to maximize self-interest, the beneficiary may lose their incentive to work and thus cannot escape from a poverty trap. This is claimed to be an institutional characteristic of the National Basic Livelihood Protection Scheme, that the beneficiary may not be able to qualify for the benefits if household income as well as assets are increased and thus the beneficiary cannot pass the means test. If the public assistance program is not aimed at alleviating poverty but at reducing poverty, the Asset-Building Support Program needs to be introduced. In order to be entitled to the Program, potential applicants have to pass the means test, that is, the amount of current household income must be lower than the amount of minimum subsistence costs. And potential applicants must belong to the economically active population aged 15 to 65 years old, having earned income through work. The account holder under the Program can save the maximum amount of 10.8 million won for three years with interest paid on savings and matching funds provided by the government. During this period, while the account holder maintains a saving account, s/he can be expected to save regularly. A growing bank account provides families with a reason to believe in themselves and their potential, the opportunity to imagine a future better than the present, an ability to plan and prepare for the future, and a chance to invest in children.

The purpose of this study was to examine the impact of the emotional intelligence of daycare workers on their job attitude and self-efficacy and the empirical causal relationship of the factors in an attempt to seek effective ways of achieving the objects of daycare centers and suggest the implications of the relationship for policy setting. The findings of the study were as follows: The emotional awareness of the daycare workers, one of the emotional intelligence factors, exerted a significant influence on their job satisfaction, and emotional control had a significant impact on self- efficacy and job satisfaction. Emotional utilization affected self-efficacy in a significant manner, and emotional display had no significant impact on self-efficacy, organizational commitment and job satisfaction. Self-efficacy exercised a significant influence on organizational commitment and job satisfaction. As for the influence of the personal competence of the emotional intelligence of their leaders, emotional awareness had a different impact on organizational commitment according to that, and emotional control affected self-efficacy in a different manner according to that. Emotional utilization exerted a different influence on self-efficacy according to that, and self-efficacy had a different impact on organizational commitment and job satisfaction according to that. Emotional display didn``t affect self-efficacy, organizational commitment and job satisfaction in a different way according to that. In regard to the impact of the social competence of the emotional leadership of the leaders, emotional awareness exerted a different influence on organizational commitment according to that, and emotional control affected self-efficacy and job satisfaction in a different manner according to that. Self-efficacy exercised a different influence on organizational commitment and job satisfaction according to that. Their social competence made no significant difference to the influence of emotional display.

City-County consolidation is the product of actors’ seeking particular outcomes within a context of existing governments and established rules. This research aims at designing theoretically and analyzing empirically consolidation process model. I modified Leland and Thurmaier``s Model of Local Government Consolidation in part. To analyze I selected case study as United Yeosu City and applied modified Model of Local Government Consolidation. Consequently, this research arrives to policy implications as follows. First, Leland and Thurmaier``s Model of Local Government Consolidation is in part applied in korea. A national policy conducted in a particular local area would face with high possibilities of conflicts and complication as collision with various different interests in the matter. In order to implement the policy, such conflicts and complication should be solved by cooperating in Hub City of Asian Culture Project is an important national as well as local development project designed to make the city of Gwangju as an internationally known cultural city. The success or fail of the project would affect the future of Gwangju``s development potential. However, from the beginning of the project, there has been severe conflict and complication between various interest groups in the construction of Asia Culture Complex. The conflict and complication has arisen as the lack of mutual cooperations between the related bodies, which makes difficulties with the establishment of local governance. This study attempts to evaluate the reasons for conflicts and complication in the construction of Asian Culture Complex by using previous studies on policies conducted in various local areas.

The purpose of this study is to provide some policy implications about the performance contracts system of local government``s enterprise CEO throughout reviewing literature on the theory of performance contracts and empirical analyzing cases of Daejeon Metropolitan City``s three public enterprises. The findings throughout analyzing frequency, crosstab, and AHP on the case summarizes with following three things. Firstly, evaluation committee for its CEO performance evaluation is made up 3-5 persons par public enterprise type or totally 5-9 persons who are cross-national popular experts. Secondly, the criteria of CEO performance evaluation has to correct some allocation point. Thirdly, in case of Daejeon Metropolitan Express Transit Corporation, the index of ‘passenger load factor`` and ’local government``s policy to public enterprise`` has to delete or reduce it scale. Also, Daejeon City Corporation and Daejeon Metropolitan City Facilities Management Corporation have to correct its scale on the base of analyzing results about case.

This study aims to analyze the fiscal impact of the basic old-age pension system on local governments. The basic old-age pension system began in 2008 as an ‘unfunded mandate`` and it is considered a typical case in which the central government shifted its fiscal responsibility to local governments. The local governments are now forced to bear the massive additional fiscal burden because they are obligated to prepare 10-60% of matching fund. The differential national subsidies rate which is currently applied to the basic old-age pension programs passes on more fiscal burden to local governments, relative to other national subsidy programs in Korea. In local cities and counties, the fiscal burden of the basic old-age pension system is creating a negative relationship with the national subsidies rate. Since there is no particular fiscal support for local governments, each district in the metropolitan cities are experiencing a crowding-out effect on preparing funds because of the burden that the basic old-age pension programs put on them. Therefore, the fiscal burden on the local governments due to the basic old-age pension programs should be reconsidered and the share of funds between the central and local governments should be readjusted by reforming the differential national subsidies rate. Also, a system on evaluation of fiscal impact on local governments should be established in order to effectively control the ‘unfunded mandate``.
